たとえ、札幌・小樽間で土砂崩れがあって26億円かかると試算されたら4年間は開通しないんですね。 たとえ、新幹線が故障して26億円かかると試算されたら、工事にはかからないんですね。 工事費の余裕がないという話が本当であるならば。
